I think it's high ever high you lift it, the stronger the brake is. If you lift it all the way up and you still are rolling backwards, there is something wrong.

could be a strecthed cable. if not to adjust it you have to take the drums off and on the bottom there is a spindal type thing. you use that to adjust it

on the drums the spindle looking screw is the parking brake adjustment screw, might be able to tighten it up a bit.

there is a star wheel in the rear brakes to adjust the shoes to the drum.
adjust each side back into contact with your drums this will probably solve your
park brake problem. or your rear brake shoes are completely worn out and will ahve to be
replaced. brake service @ gm $45.00 an axle and they will clean and adjust probably
similar elsewhere.

Okay take the back wheels off. Now pop your rear drum off, this will expose the brake shoes. the J-body e brake adjust is behind the brake cylinder. Adjust up carefully, too much tension and the brake will lock up.

well this is a little late but i did my back brakes like 2 days ago.. boy they were a bitch anyway turns out i think they were on wrong before.. when i would go lsow and hit the brakes my back wheels would like lock up n skid also i had to pull the hell out of the e brake to work so i put the new pads on and adjusted the thing on the bottom so with the drum on it was kinda hard to turn the wheel.. my brakes work awsome now and my ebrake holds good at like 2-3 clicks just for anyone who wants to know.. when stopping i also had like a clunk if i stopped at certain speeds i havent heard it since
