ok this is my first post so bear with me, i am in the process of pulling a 99 cavalier coupe a/t (2nd engine) out of the garage and getting it back on the road my folks parked it about 2yrs ago due to an insurance issue. for the first few months it was started regularly, but the drivers door wasnt closed enough killing the battery and my incredibly lazy step father did nothing with it until now. now i know my way around a car, but mostley imports (hondas/ subarus please be kind). im trying to get it going for a winter car while i do an engine swap in my civic, and my parents want it ready for my little bro when he turns 16 next year.
ANYWAY enough background i already tried a new battery no luck, i pulled the plugs oil down into the cyl put it in the air dropped it in neutral and turned the engine by hand after a little time it moved freely, still just a single click when i turn the key i pulled the starter today to get it tested but it spins freely, im hoping it is not a ign prob i hate chasing down wiring issues.
other than oil, plugs, wires, cap and rotor, and freeing up the rear brakes is there anything i need to take care of. anything model specific i need to watch out for. thanks for reading my novel

car doesnt have a cap and rotor. it also doesnt have a mass air flow sensor. if its been sitting for two years, drain the gas tank, and change the fuel filter. change the plugs and wires/boots if its a twin cam. new air filter, replace the brakes and rotors/drums and wheel cylinders, and FLUSH the brake fluid, as well as get a new rear hardware kit. do a compression test. new coolant is a must as well.

sorry i didnt realize there was no cap and rotor. every thing else sounds pretty standard for any car. how long is the timing belt and water pump good for, on the hondas they should be replaced around 100k. oh and i had the starter tested at autozone yesterday they said it was no good it spins but does not engage, then later i got bored and was about to take it apart and see if cleaning it would help. i realized it spins easily in one direction but no engage the other direction it engages when you spin it. could he have reversed the polarity and spun it in the wrong direction? i have never seen a starter motor work that way before. i guess ill just have to strap it to a bench and test it my self
