in my opinion, this is far apart from a budget.
and like -MD- LD9 said, horsepower costs money........ how much money do u wanna spend, and how fast do u wanna go?

A well tuned 2.4 (in my years of use) seemed to crank out about 275 whp with a good tune and turbo before they began snapping rods and what not ... Probably around 6 to 7 grand worth of good go fast parts could get you there.

200 or so is pretty easy. GMPP Supercharger + bored out throttle body
220 is not much harder than that. Add header and full exhaust to the above
~$3-3.5k or so to get to that point.
Above that will take head/cam work at the minimum (take you to 250/275 or so?) for another $1000-$1500
Beyond that mark you're usually talking bottom end work (pistons, rods, etc) and turbo instead of the S/C (Although a meth/water injection + smaller pulley on the blower can help). Another $1000 in parts easy.
Assuming you do all the labor yourself, you should be able to see 300-330 HP for ~ $6000 in parts, not counting what you spent on the car.
Or, you can buy a nice used LS1 powered F-body for $10k and be in the 300/325 HP right off the bat.
