First, if I swap out my 2200 for an Eco will I simply go into the class with all the other 03+ eco J's or does it put me in some crazy modified class?
Second, If I keep my engine and suspension within, oh say...street prepared, but I gut the interior....do I stay in that class or does it move me into modified? I was kinda hoping to gut the interior of my car, install a cage and run the car like that (not a daily driver), but don't quite see where I'd fit.

An engine swap is an update/backdate thing where it moves you to that assigned class unless you start mixing engines/transmissions for the best result (which isn't possible with our cars, so no worries). Removal of interior pieces sends you straight to SM.

Swapping out the stock seating for lighter racing seating is allowed unless of course it's lighter than 15 lbs, correct? Just making sure I read that right.
Correct, you are allowed to change seats. I don't remember reading a 15 lb limit off the top of my head, but it may exist.

Another question: How do they spot and enforce internal engine mods? I would imagine that new cams would be pretty hard to detect at the local level unless there's a large amount of Cavalier enthusiasts.
Just wondering how strictly these rules are enforced, because I'd like to mod a little past the SP class, but not so radically that I deserve to be in SM.
If someone contests it, be prepared to tear down your engine. that's the only way they are going to spot it without you using the honesty policy
