this is probley a really easy question but i just wanted to make sure, my friend has a 99 vette that he uses hpt on and he told me he would tune my car if i figured out how to make it work for my car, to be able to tune my car will i just have to buy credits for my car, and how much are they, i just want to make sure the cable and the software for the ls1 motors will work with the ecotec

Yeah, the cable and software is not specific to any one model or year, the same cable (as long as its the new USB version) will work on any of their supported vehicles. Make sure he installs the latest version of the software before starting to tune your car, and that he understands that you don't have a MAF like he does. Credits are $49.99 each and it will take 2 credits to license your car.

alright cool well i have an 04 automatic and my buddy has an 04 manual the only difference in our cars is the tranny, would we each have to buy 2 credits to tune our cars or does the 2 credits unlock everything for the 04 year

Either 2 credits for each car (regardless of tranny, or motor), or 6 credits for unlock a complete model year.
