Does anyone know what the tech 2 can do to Tune our cars? I know it will do more than just read codes but what?
nothing tuning wise.

um, a tech 2 is what GM uses to reprogram the ECUs, so you could do pretty much anything with it

except tune our cars.. there is no way to create maps on it, when they use it to reprogram PCM, they are sent the program, which they have to d/l and then reprogram it that way. the tech 2 itself can not do anything to tune your car.
Would their be any advantage to reprogram my ecu from a 96 to say a 99?

Completely wrong, sorry Matt. The Tech-2 is just a pass-through device, it does not contain any options to tune our cars, just simple things like turning off the DRL's. The Tech-2 is just a glorified scan tool.

Was there any tune "upgrades" between a 96 and 99 that would make reprograming the ecu worth it?

There may have been updates since your car was last flashed, might be worth it, can't say for sure, but don't expect night and day differences. If anything , there will be changes for small issues that came up with previous flashes.
The Tech2 cannot change the tune from what GM has set it at, it can only flash what it is given, and there is no software that I've ever heard of that tech's can use to alter the GM provided tune. As was said, a glorified scan tool.
