looks like the clear coat has been busted off. pretty sure you're gonna have to get it repainted.

b4 i bought it, the bumpers were faded so he has it painted. the new coat is chipped off, the old is what you see. there is no clear coat at all.
but yea, thats what i thought. is there a way that i could do it myself and it look half way decent?

um, that looks like a piss poor paint job then. at the very least, it should have been sanded, primerd, painted and clear coated. all they did was shoot the base coat over the existing paint job? that's just flat out retarded.

yes its a very bad paint job. it looks good far way, but in person its really bad. theres chips and scratches on it the day i bought it. they just put a new coat on it to cover up the faded bumpers. i want to have the whole thing redone, but dont really have the money

to be perfectly honest with you paint is not that expensive do what i am doing i am buying the paing my self and having someone doit. for everything i need in pgg omni their economy line paint was only 290 dollars. thats everything clear base coat activator the whole nine yards. i plan on qouting the next level or two up from that to see what it will run me but right now i would just buy the paint and have someone paint it for you. it would be much cheaper and teh whole car would be redone and free of scratches and surface defects

That is clearcoat delamination. The only cure is to strip down and prime and repaint. Could be caused by many things but most likely poor sanding and prep (cleaning). Often see this on bumper covers because a lot of hand sanding involved and many people don't take the time to do a good job sanding. Could also be caused by incompatable basecoat and clear coat, letting the basecoat sit too long before clearing. They recommend you use a flexible primer and flex additive in the clear, but my opinion it is a waste of money. Its my understanding that all the flex additive does is let the paint stay soft longer for installation purposes and eventually evaporates out.. Urethane paint is fairly flexible, unlike the enamel and lacquers back when. If the bumper flexed a real bunch I could see the clear coming off in that area, but I think the people who painted it just did a bad job.
