fog light vents in 04 cav

there's 2 circle vents that look like they could be cut out and fog lights or something put in..

anyone know anything about that? are the vents removable, or do they have to be cut away? are there any wire runs or anything to splice fog lights into or anything?

i cut mine out ... and put after martker fogs in ....
