fill the opening with foam and them shape itthe way you want it and them fiberglass the front. sand it smooth body fill it and paint.

Yup, Fiberglass would probably be your best bet. The foam is just for shaping.
Duct tape a cardboard box top there.. paint to match bumper... J/K.
