Can the bumper fit without doing a Y2K headlight conversion?
well, yes. but you'll have about an inch gap between your 95-99 headlights and the bumper, and it won't look very good. plus, since it's urethane, it would be rather difficult to fill that gap in.
so, yes it can be done, but it won't look good.

you don't need another hood. they are the same from 95-02.
