Ok i just installed my hids do i need that dumb dust cap or can i leave it off like the 00-02 are.

i mean i dont see any point in as in the 00-02 they dont use a dust cap.

just as it is called, it has a function... to keep dust out, if you leave it off, the inside will probably get dirty easier and risk the chance of getting water inside the housing especially with the bulbs getting warm and possibly gathering condensation in the cold weather... just a thought tho.
