I just want to know where can I buy a stock fiberglass hood for my 96 sunfire? or can I make my own fiberglass hood and if I can how hard is it to do?

Jason doesn't have a Sunfire hood in the storefront (at least fiberglass)... May have CF.
Gravana just has
this one in glass.
Karo only has the RK sport ram air hood (carcustoms.net)

can I use sheet metal to make this evil eye lids and then weld it onto my hood?

You could use sheet metal, just have the end rolled so that it matches up with the OEM hood (and so you don't accidentally cut yourself)
