you dont need it no.. depending on the rear bumper alot of them just remove them.. but that causes a sag under the trunk most the time so they use L brackets to support the bumper.. on mine when i did the import fighter rear i just cut mine to fit.. and it looks great with no sagging and i have the crushguard in there

Before i cut the crushguard and installed it

Crushguard on teh car cut to fit

IF rear

the crushguard i cut is stryofoam.. on 95-99 Z24 the crushguard is styrofoam.. most the otheres are made out of plastic but still able to cut..

And here is my buddy bens car.. i cut his 00 rear crushguard to fit with his Type J rear.. and it has no waves or sagging on it.. looks great.. only thing we had to do which is what u see ben doing is drill out the holes bigger.. and we put some push rivets in to hold it in instead of re-riveting it back in.

No sagging or waves

O and if ur wondering what i use to cut this is my tool of choice its just a lil electric chain saw.. doesnt make the cleanest cuts but it works great and cuts easily and quick..

works great and quick. a sawzall or hacksaw will work as well but that was the only thing i had to cut..
