i know this might sound like a newb question but here it goes anyway, on some z24 front bumpers there is like a license plate cover or something that covers up where your license plate should be. What are these and where can i buy or find one? thanks

they are called "filler plates"
its a filler plate. it came on cars that were sold in states that DONT have front plate laws. (well it was probably sold in those other states too, but id imagine that the dealer probably removed them prior to sale).
need to find one? first check a junk yard. then check ebay. and if you still cant find one, go to the dealer.

If I were richer and more eccentric, I'd probably get a few hundred of those at $46 a pop (GM parts direct) and use them as a wall tile for my rec room.
