I have a 97 cavalier if i want to put a 2000-2002 front bumper on, I would have to change my headlights to 2000-2002 headlights also. Right?

Well, you don't have to, but there will be a gap under the headlights
97 -00 swap leaves a gap under the headlights so plan on headlights and corner lamps in the budget cause you need them too.
