i saw a 98 z24 filler plate on a GM website under a certain part number a while back. does anyone have a link to where i can buy one?

ah.............I c............Put in your Year, make, model. Then on the left menu, scroll and look for "Front Bumper". Then Click "Bumper and Components", then "License Frame". Then you will see "View Illustration". Here's the picture you will get:
