Its the gm lip kit if im not mistaken, it is rare because its so expensive. You may be able to get it at a dealership, but you will probably have to get it here

Try part # 12499744 or 12499745. I found them on gmpartsdirect.com. Those are listed as "front fascia extension" in the accessories catalog. there was no pics so so can't say for sure. one was $450 and the other was $260.
Find it here, and don't be surprised by the price. Unless you can find it used or on ebay the GM price is close to $1300.

You can't order the kit as a whole from the dearlership anymore. If you'll do some searching around me and Kardain discovered the part #s for the individual pieces of the kit. You may can find those part numbers in an older thread. You may be able to get the kit from gmpartsdirect or another place that may have some stored.
