A lot of people use double sided tape...I personally would not...tape does loose it's strength in some cases and could result in a side skirt bouncing down the highway.

Screwing in the skirt works just fine...in addition to the door sills I would also sink a screw or two in each wheel well where the skirt lays in it.
If you want something a little more permanent and much stronger, I use a 2 part epoxy from 3M called Speedgrip...they make one formulated specifically for fiberglass/urethane - metal bonds. Run a bead of that along the door sills and around any part of the skirt that actually touches the car, clamp it for about 20 minutes and it'll be as tough as a weld. You can get a tube at most auto body supply places for about $25...when it comes time to take off those sides 3M also as a chemical product that will dissolve most of the epoxy so you can pull off the skirts without damaging them.

As for the bumper, what year is it? My '04 (and most other years I believe) will use the two bolts in the bottom of each fender to attach the sides of the bumper...my evo5 bumper had to way to bolt it to the supports on the inner side of each headlight so I just fabricated some small metal brackets that I could glass into the bumper then bolt the other side to the car...if you can post any pics of exactly where you problem are is we can all probably help you a lot better

L brackets in the rear to hold the middle up.. or else it'll sag like a mofo in most cases

It depends on which body kit you get, but IMO, the best way to put on side skirts is one screw in each wheel well, then double sided tape for the door sill and sides of the car. That way, you're not screwing into as much of the body, but if by some chance the tape let's go, you'll at least have it held up at each end.

For the tape, make sure it's trim grade 3M, prep the surface good (a little scuffing with Scotchbrite on the door sill and the actually side skirts, and make sure that it's all extremely well cleaned, and you should be fine. Most of the time, I have a hard time getting the tape off after it's been on there for a while.

The screws on mine have pulled the fiberglass. I've backed them off as much as possible before hitting the bottom of the door but I've still got a slight pool around each of the two screws.

So, I'm gonna go with tape when I repaint 'em.

I've heard of a few people that have had this problem with fiberglass skirts. I would contact the company and see if they will do something to help you out. If you like them, then yes, they will have to be lengthened. Most fiberglass kits need some form of working to get a proper fit, but if something is blatently the wrong size, I would definitely talk to the company they came from and see if they will offer you anything to help.

Call the company.

Tell them it's clearly an inch to short, that you expect a replacement, and if they want the old ones back, it'll be at their own cost.

If they say no, well I'm hoping you ordered the kit with a CC, because then all you have to do is explain your situation to your CC company, and have them charge it back.

Are they talking about the ends? Do you have more than 1/2" of material on each end where it wraps around into your wheel opening? They may have left extra material to allow for the best fitment during installation.

If not, ask them exactly how shaving anything off will make them 1" longer.
