cavalier rocker area rust on a 96

Hello, I have the infamous rocker rust on my cavalier. The rust starts at the bottom of the wheel well and goes to the door. It's about 16-20 inches. The metal is no good, but once I get that out I'll have a gap. Also the rust is on the quarter panel about 1-2 inches. What are my options. obviously I could get a new piece welded for $500+ , but what are the other options? Adhesive? Rivets? some kind of vinyl I could put down there after the rust is gone? Thanks!!!

Cut and weld is the only way to fix it(sence the metal isnt any good any more).
