i just bought a set of silver star headlights some reason they arent shinning on the street nor did the last set of headlights so im thinking about taking out the black metal pc that surrounds the bulb its self ... does anyone know what it does?? or if its even important????

that shield prevents glare. DO NOT TOUCH. as for the headlight not shining on the ground, have you tried adjusting the headlight?
how exactly is adjusting them done??? im more of a electronics specialist lol
if you have a haynes manual... this is a good first step.
if you dont have one....
there are adjusting rods on your headlights... go up to a wall and turn the adjustment rods until you start to see the headlight beam start to fall on the wall....(there is a distance away from the wall that is recommended which will give you the proper beam height.)
my ultimate recommendation is...
if you don't know how to adjust your headlights.... buy a haynes manual for 20 bucks. (Im not saying this to be a prick)
it was the best 20 bucks I spent for my car...
2nd the haynes, first thing i bought for my car, and definlty seen more than a return for it. know how to do everything myself...it's great.
