slots for rear lip install

I tried searching but no results.
I have an 01 z24. and picked up a rear lip off an 02 for 10 bucks the other day in great condition with the clips and all.
My question is what's yalls best way to cut the slots in the bumper and what to use? I need opinions.

id say use a dremel, just make sure you know where to cut the slots. whatever you do, dont rush, do it right the first time.

Dremel with cutting wheel would probably work. Measure twice, cut once.

may have to get one of those. I thought about possibly a razor knife but I doubt it. Maybe a drill bit or rotozip.
