Is there any way to take a rear panel from a pre-99 Sunfire and put it on my '00 Sunfire convertible? The shape looks the exact same, with the biggest difference being the two lights on either side of the license plate (my '00 rear panel doesnt have them) I just picked it up from a local junk shop in pristine condition.

The panels are exactly the same with the only difference being that the 1995-1999 panel has the reverse lights in it, whereas your 2000 does not because the reverse lights are in the rear bumper cover. You may want to just black out the reverse lights on the panel or something though so it doesn't look like you have 4 reverse lights . Or you could always color match the entire panel...
