I don't know what the correct name of it is but on the picture, there is a black piece that holds the fog light. I seen some cavaliers with them painted to match the car and some that are black. Can I just go out and buy paint that matches my car and paint them, anything special that needs to be done besides cleaning them good before painting, Ive searched multiple times and came up with nothing about painting these. I'm not even sure if they do detach from the bumper, I am sure they do but just wondering before I go out and buy paint. I guess if it turns out, maybe I should paint the mirrors too or do most just leave them black?

It won't be a perfect match unless you do the whole bumper.
The mounting points do not detach. They are part of the bumper itself.

Maybe add black corners and paint the inner housing of the headlights to ass some more black so it dosn't look so out of place? Just an idea.
