Step 3: Get re-elected based on the public's fear of terrorism.
Step 4: Sit back, relax, and enjoy. It doesn't matter that all the lies are coming out now since you can't run for office again.

The FBI, HLSA, NSA and CIA are hamstrung by a lot of the rules that are set up to protect civil liberties. The British Gov't had the same kind of problem in the 60's-90's with the PIRA and splinters, and the police and military have increased search & seizure powers.
The US is lagging behind in that respect. Ever wonder why you don't hear much about British intelligence Commission, GS9, M5 and CSIS? They're doing their jobs, and they have the power to do it properly.
