I have some paint chips on my rear qtr panel and Ive got touch up paint from GM that matches it but how can I make them less noticable? Heres my idea apply coats of touch up paint till its level or over then wet sand the area a bit with 1000grit sandpaper. Good or Bad?

I found some info in my Haynes manual it says to use the touchup paint to level it off and then some rubbing compound to blend it in. I'm gonna level it off with some 1000grit sandpaper becasue I put a little bit more paint on.

wait longer than a half hour. most people arent even up yet. anyway 1000 is too low for wet sanding. you should get like 2000

Take your time. Clean the spot really well. Finish cleaning with some alcohol before starting to paint. If it's down to the metal, first use touch-up primer before putting on paint.

Use as little as possible. With the primer, so long as you can't see the metal, that's enough. For the paint, make sure you don't put a little glob on there. Use very, very little and then keep going over it until it's filled. And yes, wait at least half an hour or more before each application.
