I am curious who judges this? Also what is the criteria it is judged on? Is it more about how hot the girl looks, how hot the car looks, or the quality of the photo or a little bit of all three?

A bit of all 3. I would say in this case the girl and photo have more to do with it than "how hot" the car is.
On the other hand....you have other fingers.
