I have a ‘05 Sunfire that needs a new engine. ‘05 PCM does not allow tuning, is it possible to use an L61 and PCM out of a ‘07 G5?

Where did you hear the 05 wasn't tunable?
Plenty of people have tuned with an 05 PCM.
On to the engine side of things, you would need to swap a few things over from the original engine like crank trigger and what not since they run different tooth counts.
You would still use the 05 PCM in that case.
