I've used PlastX(can be found at most auto parts stores and only requires buffing) and I can honestly say toothpaste works better. Another option would be to sand your lenses with a light grit and polish 'em. I've never tried it but if your lenses are as bad as you imply, it'd be worth a shot.
I used a mother's power ball and some mag wheel polish. Takes like 5 minutes a light, looks like new.
"WHAT THE FRENCH TOAST???"
I wet sand them with 400 grit to remove the DOT numbers and make them smooth, then 800 grit and finally 1000 grit and follow with Flitz polish. Makes it look clear as glass. Here is the filler panel from my firebird. The right half I didnt touch and the left half is how it looked after just a little rub with the Flitz. It looked even better once it was done and I touched up the black background paint behind the plastic.

Wetsand them with 600, 800, 1000, and 1500 grip paper. Then go for the rubbing compound, then the polishing compound, then the wax.
I did this with my dodge and it worked great.

I just got done refinishing my headlights. They were pretty pitted. I wetsanded with 400 to 600 to 800 to 1000 to 1500 then polished with the Plasticx. When you think you have polished enough, polish some more, I polished on each headlight for probably 30 to 45 mins. This was by hand as well if you have a buffer it should go faster. I also clipped off and smoothed out the 3 little nubs on the lense, looks much better now, they are crystal clear now.
No pics yet though, waiting for everything else to arrive...
dang i wish i could see some pics does it look like they're straight from the factory?

Yes. They look perfect. I couldn't be happier. If you have the time to do it right, then do it. I would do it again.

All you did almost the exact same thing i did to the wifeys saturn and soon the slow dance but i took it from 600 to 2000 grit then used finishing compound and polished the mofos like crazy. Alot of work but well worth it in the end and alot cheaper then new lights.

lights usually get cloudy like that do to moisture.
Thats when they cloud from the inside Mike
From the outside its UV and other environmental conditions that cause it.
But what to look out for is if you get the moisture on the inside the "chrome" in the housing flakes off.
