off of a 96 cavalier never seen stock tails with two bulbs.

yup.. 95-99 tails have two bulbs .. and so do 03-05 cavs.

its a used car, looked just like any other 95-99 outer tail light, aside from the second 194 bulb in the outer part of the tail light housing.
Every other 95-99 tail light I've ever seen only had the single larger(not sure on size) bulb.

Both these sockets had a 194 socket running off of the larger, but are non functional.
I don't understand it.
I know the 95-02 Sunfire sedans had housings with two bulbs.

I believe they came on the 4 door 95 to 99, and of course 03 and up.

All 95's had the 194 outters, but not all 96's did (they dropped them at some point during the production year.)

Years ago I was considering putting some clear lenses from a set of Altezzas on some 95 housings, using amber 194 bulbs, and wiring them like Toyos, but I changed my mind. It would be a unique setup, but in the end, I decided it wasn't the look I wanted to go for.

so why use the dead 194 sockets on the tails that did have the extra place for them?

They weren't dead bulbs. There used as rear marker lights, and thats all. I swapped a set onto my 99 when I had it, just for something to do.,

Then somebody replaced your factory ones at some point.
